Draft control baseline

Safeguarding framework

Technology and programme activity must not expose children, vulnerable adults, participants or community members to avoidable harm.

01

Programme risk assessment

Before activity begins, assess participant vulnerability, contact methods, locations, images, data, volunteer access, partner responsibilities, reporting routes and emergency escalation.

02

People and conduct

Role-appropriate screening, code of conduct, boundaries, supervision, safer recruitment, prohibited behaviour and consequences for breaches.

03

Digital safeguarding

Minimise personal data, restrict direct messaging, protect images and location, moderate community spaces, control recording and provide safe alternatives for participation.

04

Raising a concern

Concerns need a restricted channel, immediate safety triage, non-retaliation, a named safeguarding lead and referral to appropriate authorities where required.

05

Partners

Agreements must state safeguarding standards, reporting timeframes, responsible leads, information sharing and Ubuntu Gale’s right to suspend activity.
