Draft control baseline

Whistleblowing framework

A protected reporting route will allow workers, volunteers, partners and stakeholders to raise serious wrongdoing without retaliation.

01

What can be reported

Fraud, corruption, misuse of funds, serious safety or safeguarding failures, unlawful conduct, data misuse, concealment, retaliation or material breaches of organisational duty.

02

Protected handling

Reports should be restricted, conflict checked, acknowledged safely, assigned to an appropriate independent reviewer and disclosed only on a need-to-know basis.

03

Non-retaliation

Good-faith reporters must not face dismissal, exclusion, harassment, threat or disadvantage for raising a concern. Deliberately false allegations may be handled separately.

04

Escalation

If senior leadership is implicated, the report must bypass that role to an independent board or external route. Criminal or regulatory issues may require external referral.

05

Current limitation

A live protected channel and independent recipient are not yet published because leadership and legal structures are still being confirmed.
